Do you mean Animated GIF maker? Or a program to make signatures?
If you buy Jasc Paint Shop Pro, it comes with animation shop.
Yeah, I was talking about an animation. -_- I only have photoshop.
The GIMP is free, and can compile images into .gif animations with some level of customization (more if you can program- it's open source), but Jasc PSP is much better at animations and as a whole. Unless you're stealing it online or have some good reason to buy it, it probably isn't worth spending real money on, though.

Atani is a good and free gif. maker with a simple slide format where you put what you want on each slide then it play...I dont have the link on me right now but google it
Try IrfanView for converting to GIF, and Microsoft GIF Animator.
